Ohio Automated Rx Reporting System (OARRS) The State of Ohio Board of Pharmacy is upgrading OARRS to include new features such as scores that calculate a patient’s possible risk of overdose and addiction, red flags to alert prescribers of a potential patient safety issue, interactive visualization of prescription data, a messaging option to communicate with other health care providers, and the ability to search for local addiction treatment providers. The new features are to be available for providers on November 20, 2017 through electronic health record systems and the OARRS website.

New Limits on Prescription Opioids for Acute Pain: Effective August 31, 2017, the Ohio Boards of Nursing, Medicine, Dentistry and Pharmacy respectively will have new rules for prescribing opioid analgesics for the treatment of acute pain. Mandatory Training on Medicaid’s New Electronic Visit Verification (EVV) System Slated for Fall 2017 The Ohio Department of Medicaid (ODM) will begin using Electronic Visit Verification (EVV) for many home and community-based services in early 2018. EVV is an electronic system that verifies provider visits and documents the precise time services begin and end.

It ensures that individuals receive their medically necessary services. Services to be included in EVV are State Plan Home Health Aide, State Plan Home Health Nursing, Private Duty Nursing (PDN), Ohio Home Care Waiver Nursing, Ohio Home Care Waiver Personal Care Aide, Ohio Home Care Waiver Home Care Attendant, and State Plan RN Assessment. Ohio Medicaid will incorporate services provided by managed care, MyCare, and Passport into EVV at a later date. ODM will require agency and non-agency providers to complete a training course in late 2017. Sandata, ODM’s contractor, will provide in-person training at various locations around the state. State of Ohio eLicense System Transaction Fee When passing the state’s budget bill on June 30, 2017, the Ohio legislature authorized by law a $3.50 transaction charge for all users of the state’s Ohio eLicense system. It was a state initiative passed as part of the budget bill. The Ohio eLicense system is an enterprise system managed by the state for 19 boards and commissions.

All professionals of the boards and commissions who use the Ohio eLicense are being charged the fee. Beginning Thursday, July 20, 2017, after 6:00 pm, an Ohio eLicense transaction fee of $3.50 will be added to your online cart at the time of checkout when you apply for a license/certificate or renew. Since APRN licensure is separate from the RN license by law, APRNs will be charged a $3.50 transaction fee for each license (RN and APRN).

Nursing licensure fees have not been increased since 2004. The Ohio eLicense system allows the state to process professional license applications saving time and money. You will also need to complete the COA renewal/APRN license issuance process. Also, CNPs, CNSs and CNMs are required to upload a list of the names and business addresses of their current collaborating physician(s) and podiatrist(s). APRN Renewal Fees and Deadlines: The fee to renew your COA is $135 plus a $3.50 statewide system transaction fee. If you held an active COA, CTP or CTP-E on or before April 6, 2017, the expiration date established by law for COAs has been changed to December 31, 2017. CTPs are not renewable. How Do I Make My License Inactive? If you have not used the 3.0 Ohio eLicense system that was implemented on July 1, 2016, you must first register to create a new user account: • Go to the Ohio eLicense Home Page. • Click on the Login / Create an Account option. • Click on the “ I HAVE A LICENSE” button.

Once you have registered, log into your account and click on the “ Dashboard” link at the top of the page. In the “Your Licenses” section click on the “ Options” button in the panel of the license you wish to make “Inactive”. Then select “ Special Request” from the menu. On the “Special Request” page, select “ License Inactivation” from the drop-down menu: • If you are an APRN, see below before proceeding • Select “Out of Business” from the reason drop-down menu and enter a brief reason for inactivation in the text box below.

• Press “Submit” and the license will be inactivated immediately. The Ohio eLicense Center website provides online information and verification of an Ohio license or certificate for nurses (LPNs, RNs, APRNs), dialysis technicians (DTs), community health workers (CHWs), or Medication aides (MA-Cs) for the following purposes: • The public, licensees, certificate holders, nursing employers, and other state boards or organizations use verification to confirm if an individual holds a current, valid license or certificate in Ohio. For example, employers of nurses need to determine licensure for an employee or potential employee; members of the public need to check the license of a caregiver or potential caregiver.

( See Systems Used for Verification: Ohio eLicense or Nursys below.) • Ohio licensed nurses need licensure verification if they are seeking reciprocity (also known as endorsement) to practice in another state. Verification of the Ohio license is required to provide the other state documentation of current licensure and must be completed through Nursys. ( See Reciprocity section below.) LPN Authorization to Administer Medications and Limited IV Therapy in Ohio Verification of your nursing license is available at the of the Board website. Your name, license number and expiration date is public information and may be viewed by anyone. Please note that when calling the Board office with questions about your license that Board staff generally will not use social security numbers as a primary means to verify licensure information. In December, the licensure designation for LPNs who are authorized to administer medications and to perform limited IV Therapy changed from “LPN IV” to LPN M-IV. License designations for LPNs are as follows: An LPN who is authorized to administer medications, but not perform limited IV Therapy, will have a license designation of “LPN Meds”.

An LPN who is authorized to administer medications and to perform limited IV Therapy procedures will have a license designation of “LPN M-IV”. If an LPN is NOT authorized to administer medications or to perform limited IV therapy procedures, they will have a license designation of “LPN”. NCLEX Testing The Eight Steps of the NCLEX The process of taking the NCLEX exam can be broken down into eight steps. Waiting to schedule a testing appointment may significantly limit the selection of dates from which a candidate can choose. A candidate must test within the validity dates of their ATT. If they cannot schedule an exam appointment within those dates, they will be required to pay for a new registration. First-time test takers will be offered an appointment within 30 days to schedule, and repeat candidates will be offered an appointment within 45 days.
